Yeah, there are, and for the past 3-4 decades this is largely due to PEDs.
Sometimes guys "figure it out" later than the norm and turn it around in their late 20s or early 30s. It does happen, occasionally. A fireballer who struggled with control FINALLY gets his release point figured out. A hitter who partied, drank, and didn't take his craft seriously runs out of bonus money and tries hard. It does happen.
But that's not typical.
Most baseball players, and athletes in general, follow an extremely predictable aging curve. Hitters, in particular, are overwhelmingly likely to have had their best years as professional ballplayers by the time they are 27-28, and usually their careers follow a steady progression before then.
When someone who is nearing 30, let alone passed thirty, suddenly starts showing dramatic performance increases there is usually a pretty damned simple explanation for it (when Nelson Cruz got busted I wasn't surprised in the slightest, and I won't be surprised in the slightest if/when he gets caught again). What, you think Chris Colabello, who was in independent leagues (the lowest rung of baseball) and wasn't even associated with an MLB organization till he was 28 suddenly figured out how to hit a baseball? And made the majors in about a year and then proceeded to break the Twins record for April RBIs immediately? No, of course not, the guy was roiding.
What does this mean for fantasy? Eyeball tests aren't perfect, but are often a pretty good way to tell if someone packed on 15-25 pounds of lean muscle in a hurry. Also, don't be so quick to discount a "fluke" ridiculously good "late career" MILB season.
Not saying Garcia is not on PEDs. I have no idea. But to say that he "suddenly starts showing dramatic performance increases" is not accurate. His slugging percentages in the minors are .517 (2019), .500 (2018), and .476 (2017). He hit 32 HRs in 491 ABs in his last minor league season. I get it that it was the PCL but he hit in the league he was assigned and he slugged .476 in his stint in the Texas league in 2017, his first since defecting from Cuba. If your rebuttal is that he strikes out too much, fine. It's difficult to find power hitters in MLB who don't strike out often. But he did not start showing dramatic performance increases. Dude came from Cuba. It takes a little while to acclimate to the pitching.

Have a feeling this guy is going to be a great pick up. He hit .375/.389/.781 with 4 2Bs, 3 HRs, and 4 SBs in 32 ABs during spring training. He is a physical specimen with power and speed. He's started the last 3 games after transferring to the 40-man and being called up from the alternate site. He's hit in all 3 games going oppo for a triple last night that looked to be a HR but was reversed after video review. It was almost an inside the park HR as well after review called him out at home. Redeemed himself with an opposite field HR tonight while batting cleanup. Go get him...

We had 3 owners vacate in the offseason and are looking to fill one more of the vacated teams. There will be a dispersal draft between the 3 new teams for the players and draft picks currently assigned to those teams. The buy-in is $125 plus $7 for the Fantrax website. We are a 3rd year weekly dynasty points league and are looking for an owner who is going to actively manage their team. Our rosters consist of 30 active MLBers and 20 Minors slots. Looking to start a dynasty league. Been searching the forum for a dynasty points league with a decent buy-in and haven't had any success so decided to try to start one myself. I've seen a good number of posts looking for the same thing. Some of the finer details of the league are open to suggestions. I would like to get 12-16 teams, but would consider more if there were interest.
