Cooks or Fulgham half-PPR

I have been planning to start Cooks, but weather forecast is very bad.  Rain is very likely, 26+ MPH wind in first half and 30+ MPH wind in second half.

Weather for Fulgham is not good either, but lesser chance of rain, and tamer winds, 15 to 17MPH range. 


Some receivers do well in those conditions but I think Cooks is mainly an outside deep threat or does he play slot much?  Potential for short passes is only reason I would consider him in that weather forecast.

Thanks but what is reasoning for Cooks?  How much short passes do Texans entertain with him?  With 30 MPH wind in rain, I would think the route tree will be very limited other than decoy shots stretch the defense out.
